2026年3月12日，十四届全国人大四次会议表决通过了关于政府工作报告的决议，批准了这个报告。政府工作报告提出，支持有条件的地方推广中小学春秋假，落实职工带薪错峰休假制度。

【知识点】

2015年，带薪错峰休假政策被首次提及。当年出台的《国务院办公厅关于进一步促进旅游投资和消费的若干意见》将“落实带薪休假、鼓励弹性作息、推行错峰休假”作为组合措施提出，核心目标是破解黄金周景区超载、交通拥堵等问题。2023年出台的《关于恢复和扩大消费措施的通知》将“全面落实带薪休假、鼓励错峰休假”与文旅消费复苏直接挂钩，标志着政策从旅游领域向全域消费拓展。2025年《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》明确提出，落实带薪错峰休假。2026年，落实职工带薪错峰休假制度被写进政府工作报告。

“有闲”是激活文旅、康养等消费的前提。落实带薪错峰休假政策直指消费堵点，旨在通过释放休闲消费潜力，形成“休息—消费—就业”的良性循环，为经济增长注入持续动力。
